I then viewed my subscribed mods, unsubscribed and re-subbed to 1 mod and when I went back into CiV all the mods had re-appeared. It may have been removed by the author or" etc. Also, if I click my subscribed mods button, no mods appear.

TorvaldAug 19, I used some kind of synchronization button. Was some update after that steam workshop went into functional state. Even I was able to download the info addict mod, the lines on diplomacy screen are not visible.
Mount MOD steam subscribed mods not downloading does not work regardless I applied it. All 'recent' mods aren't visible and when I subscribe to new mods nothing happens. Tried all advice above. Once you click subscribe you click the play button for Skyrim in your library. That will start the mod[s] downloading. The corrupt download cache is another common factor that triggers the Steam Workshop not downloading subscribed mods issue.
To fix this issue, follow the steps below to clear the download cache in Steam. Step 1. Expand the Settings menu and select the download tab. Click on the Clear Download Cache button at the bottom of the screen and click Yes at the confirmation prompt to clear the locally download cache. Turns out that even though I never got the message of it telling me that it was installing the mods it was still downloading them, I just had no way of knowing.
So if your mods are not installing, just launch the game and let it sit at the launcher for a few minutes; even if it looks like it's not doing anything. To make sure things are being installed, just click on the 'Data Files' button and you should see them starting to propagate as they download.
Until they fix it the only way to make sure they are all installed is to go to your subscription list and make sure the number of subs you have match up with the number of installed mods listed in 'Data Files'.
I'm sure not everyone has this problem, but I'm even more sure I can't be the only one who has had this annoying 'glitch'. Thought I would try to save a few people some time hunting around for answers. Everything I found just said that it should work a certain way, but never gave suggestions on how to resolve it should it not. Hope this saves some folks some time.
